This is simply “the” with a suffix. You might at a grammar level try to divide “the dead” from “the decaying corpses” with a dash or something, but it’s not nearly the same thing. It’s just a descriptive term. People are probably always emphasizing the words in a sentence in order to make a point, but it’s not uncommon for a person to omit what they think are redundant words. In this case, “of” and “with” are both omitted.
